The Underclass

After we have seen the crime and the compilcated family relationships exhibited in recent cases, does anyone doubt the continued existence of an underclass ? It sounds like a perjorative rather than a descriptive word and in some ways it is, Who is to blame? The absence of hope, the long family chains of jobless individuals, many living on disability benefit though their only disability may be depression (not always clinically diagnosed), the way in which they ruin and clutter their own environment, all these may be observed on any large council or housing asssociation estate. How do we solve this huge economic and social waste? It has defeated politicians for generations.
